Is there an official JLPT N3 kanji list?
No, not anymore. The test makers published detailed kanji lists until 2010, then stopped. Every “N3 kanji list” you will find online, including this one, is therefore a considered estimate rather than an official document.
These 269 are the kanji that keep turning up in N3-level reading passages and past papers. They are the same set we teach in our book Japanese Kanji for JLPT N3, where every one of them gets a full page: stroke order, the parts it is built from, a mnemonic, three example words and a sentence. What you see here is the list itself, free.
How to actually learn these
Work in small batches
Five kanji a day will beat fifty on a Sunday, every time. The list is numbered so you can stop and pick up where you left off.
Learn the word, not the character
This is the one that matters. Do not memorize 争 as “conflict” on its own; learn 戦争（せんそう） “war” and the kanji AND pronunciation (at least one of them) comes with it. That is why there is an example word in every row. Readings attach themselves to words far more willingly than they attach to bare characters.
Do not chase every reading
Many of these kanji have readings not listed here. At N3 you do not need them. You need the common one, in a word you will actually meet. Another reason why you learn kanji as you learn vocabulary.
Then go and read something
A list gets a kanji into short-term memory. What fixes it there is meeting it again somewhere you were not expecting it, inside a sentence about something else entirely.

Readings are given on-yomi first, then kun-yomi. A dot in a kun reading shows where the kanji stops and the okurigana begins, so あらそ.う means the kanji covers あらそ and う is written in kana.
